The Project ACCESS Program, currently operated by the PA Department of Education via contract with Leader Services, is a means for local school districts to obtain reimbursement for some school related therapies provided in the educational environment.  One of the requirements of this program is that a physician review and sign-off on each IEP, prior to commencing billing to ACCESS. 

The MCIU #23 can provide the physician review/sign-offs for your school district’s students. 
The MCIU #23 via the interschool delivery van service will:
  • Retrieve your school district’s IEPs and Medical Authorization forms
  • Obtain the physician’s review/sign-off
  • Return your school district’s IEPs and Medical Authorization forms

Act 1 Homestead/Farmstead Notification Mailing

As a result of Act 1 of 2006, local school districts are required to notify residents within their district boundaries of their eligibility to be classified under certain taxing criteria.  The Management Services Division will coordinate this mailing with the County Board of Assessments, in order for local school districts to meet this requirement.

Act 114 of 2006 Fingerprinting Site

Serving as a site for the Cogent ID fingerprinting system, the division helps schools understand and meet the new requirements of Act 114 of 2006.  The MCIU has processed more than 5,500 requests for fingerprinting.  This project, which has greatly benefited local applicants for work in our schools, was in addition to several technological upgrades in the collection and sharing of HR data within the IU, as well as with our districts.

Direct APE services to groups or individuals – The APE staff will travel to the site and develop and implement an individualized program for each participating student that compliments the district’s physical education curriculum.

Adapted Physical Education Consultative services to district physical education staff – The APE staff will meet with the district physical education staff to determine the consultative services necessary to meet the needs of their students.  This may entail consultation with one or more of the physical education staff who work directly with students in need of APE services.  Consultation may be designed to assist the staff in providing APE as a stand-alone service or providing support in an inclusive physical education program.  MCIU will be able to provide instructional support through team teaching as well as lesson demonstration followed by ongoing consultation on a regular or as needed basis.

The TIS Advisory Council consists of representatives from each member district. Meetings are held monthly during the school year and the purpose is to provide a communication link between the districts, MCIU, and State. Districts are made aware of special offerings and programs at these meetings.

The Montgomery County Transition Coordinating Council sponsors an annual Agency Night for secondary special needs students. The evening program includes a guest speaker knowledgeable in services available to special needs students as they transition from school age services. An agency resource fair follows and is available to provide information on adult services in the areas of Employment/Day Programs, Post Secondary Education, Residential and Supported Living, Recreation and Leisure, Advocacy, and Community Resources. The event is attended by students, families, and educators.

Apartment Program – Transition Services

The Apartment Program is designed to offer students with disabilities a real life experience. Students will participate in the apartment program for four weeks for an entire school day.  Students will receive training in an array of communication skills, self-advocacy skills and practice independent life skills.  Students will learn how to access community resources including banks, retail stores, restaurants and recreational facilities as well as how to balance a checkbook, cook and complete laundry and cleaning.

Minimum enrollment:  4 students per four week session
Staffing:                     1 teacher, 1 job coach per 4 students

The Assistive Technology Resource Center is a collection of devices, software, and print services. The Center offers educational staff an opportunity to preview devices and materials, borrow equipment, and receive training on specific technology before investing school district dollars to purchase the item.

A school district membership in the ATRC entitles any school district employee to the following:

  • Access to devices for trial by students
  • Loaner period – up to 90 days
  • Access to current and new assistive technology devices
  • Continual upgrading of newly available items
  • Temporary equipment loans to students, while the student’s device is under repair (eliminating the need for a temporary lease with a company)
  • Unlimited previewing of items for school district staff, administrators, and parents during regular business hours, 2 evenings/month, and by appointment
  • Availability of the Center for holding SETT meetings

Audiometer Calibration Program

The Pennsylvania Department of Health requires school nurses to test the hearing of all students. The device used to perform the hearing test is called an audiometer. Audiometers are calibrated to specifications of the National Bureau of Standards.

The Intermediate Unit annually (during the summer) collects school districts’ audiometers and checks the calibration of each unit. Those that meet calibration standards are returned to the sending districts. Those that fail are sent to a company specified by the district for calibration.

School districts are receiving an increasing number of requests to evaluate students who may have auditory processing problems.  Districts can now refer students ages 7-12 to MCIU’s Hearing Support Program for an Auditory Processing Evaluation.  The evaluation is performed by the MCIU educational audiologist, and may include some or all of the following components:

Autistic Consultation Team

The Autistic Consultation Team will be able to assist a school with on-site consultation regarding a specific student, classroom, or a particular district-wide program.  The team will address specific needs to assist the district.  The composition of the team will include MCIU program supervisor, psychologist, and teacher.  Services may include on-site training, review of student progress, IEP goal writing/review, evaluations, observations, behavior strategies, or inclusion practices.  Additional team supports may include best practices and/or parent training.  The Autistic Consultation Team will be tailored to the individual and unique needs of the district.

This program is designed for students 5–11 years of age with a diagnosis of Autism, Pervasive Developmental Disorder (PDD) or Asperger’s Syndrome. These classes focus on basic communication, social skills, academics adapted for individual needs and positive behavioral interventions.  A variety of techniques including the TEACCH philosophy, use of visual strategies and other strategies appropriate for students with Autism are utilized. 

Maximum Class Size:  8 (Based on PA Chapter 14 Regulations and Standards)

This program is designed for students 12 – 21 years of age with a diagnosis of Autism, Pervasive Developmental Disorder (PDD) or Asperger’s Syndrome. The autistic support program secondary classes focus on individual academics and activities of daily living, prevocational skills, social skills, positive behavioral interventions, and basic communication.  A variety of instructional techniques are utilized.

    Boys’ Leadership Camp

    Boys’ Leadership Camp is a week-long day camp experience provided to boys entering 6th and 7th grades in eligible nonpublic schools in Montgomery County. Nonpublic School Services counselors serve as Camp Directors and campers work with trained high school male mentors who guide small groups of boys through self discovery and team-building activities. The camp is designed to meet the unique developmental needs of middle-school aged boys and activities are designed to help young boys become healthy young leaders of tomorrow by focusing on the four domains of leadership: self awareness, self management, social awareness and relationship management.

    Camp Ophelia is a week-long day camp experience provided to girls entering 6th, 7th and 8th grades in eligible nonpublic schools in Montgomery County. Certified Camp Ophelia leaders, together with trained high school senior female mentors, provide an arts based curriculum that teaches girls to identify, cope with and overcome relational aggression or “female bullying”.  Sessions are run during the early summer in several locations in Montgomery County.

    The Division assists districts by facilitating in-services for county administrators with PDE to provide support on the ever-changing requirements for teachers and teacher assistants to be Highly Qualified and appropriately certified. The division can further assist clients not only with information-exchange, but by visiting districts and training/consulting on the regulations. If needed, staff may also access credentials for the districts’ teachers.

    The HR Division provides technical assistance to county districts as the PDE requirements for professional personnel change and reviews special education staff credentials to ensure the maximum compliance for teaching staff. Individual consultations may be provided on a wide variety of HR issues including: grievance resolution, professional discipline, assisting with a search for an HR Director, and hiring processes. Long-term consultation or major HR projects are also available.

    The Special Education Division coordinates the Montgomery County Child Count reporting of all students identified as IDEA eligible for special education and the additional reporting required for these students and the staff that serves them. In addition, the Department of Education requires districts to report all the participants of their gifted programs through the same PennData system.
     

    Classroom Acoustic Measurements

    Since classroom instruction is primarily verbal, an appropriate acoustic classroom environment is important for all students, but particularly for those students with hearing impairment. The American National Standards Institute (ANSI) established national standards for classroom acoustics in 2002.   The MCIU educational audiologist can perform field-testing of noise levels and reverberation present in district classrooms to determine if ANSI standards are met.  Following these measurements, the MCIU audiologist can perform a site analysis and provide acoustic recommendations to the district for reduction of background noise and reverberation.

    Coaching is designed to narrow the gap between research-based best practices and the practical implementation needed for improved teaching and student learning. This professional development offering is available to eligible nonpublic schools in Montgomery County. Schools engaging in a school-wide staff development program related to Differentiated Instruction, Phonemic Awareness, Content Area Literacy, Classroom Management and other topics can have scheduled follow-up visits for individual or small group coaching with the Coach providing conferences and/or demonstration lessons. 

     
    Cochlear Implant Consultation

    Cochlear implant implantation is enabling profoundly deaf children to gain access to auditory information, thus giving them the opportunity to develop oral speech and language.  However, technology alone  is not  enough to  ensure  that  students  with  cochlear  implants will  achieve success in the educational setting. Audiologic management, acoustic modification of the environment, auditory/speech/language skill development, appropriate educational programming, development of team members’ knowledge of cochlear implants, and collaboration among all team members are crucial factors for these students. The Cochlear Implant Consultant, a trained professional in the area of cochlear implants, coordinates and oversees this process, ensuring that the unique needs of the student with a cochlear implant are being met.

    The role of the Cochlear Implant Consultant may include any of the following:

    • Provide information and materials, in order to prepare and/or deliver staff development programs for General Education Teachers who have a student with a Cochlear Implant.
    • Communicate with a student’s Cochlear Implant Center and/or support the Hearing Support Teacher regarding audiological evaluations, changes with the student’s device, mappings, and/or problems the student may be experiencing
    • Facilitate consistent communication between the Hearing Support Teacher, the student’s Regular Education Teacher, and the student’s parents, regarding the status of the student’s cochlear implant device and his/her academic progress
    • Participate in the IEP development for students with cochlear implants, ensuring that IEP goals and Specially Designed Instruction are appropriate for the student
    • Assist in the evaluation process for newly identified students with cochlear implants
    • Provide information (i.e. candidacy, surgical procedures, device selection, etc) to the parents of a deaf child, if they are considering a cochlear implant for their child
    • Provide information to the SETT team regarding Assistive Listening Devices (including FM system options) and other services, such as C-Print
    • Provide information to the Hearing Support Teacher about the student’s cochlear implant device: its features, procedures for daily maintenance, and troubleshooting procedures when the device is not functioning properly
    Communications Audits/Strategic Planning

    The Communications Division, in partnership with the MCIU Technology and Information Division and Montgomery County school district public relations professionals, can provide an audit to help school districts quantify the effectiveness of its current communications strategies, including publications, website and other electronic communications. The audit will identify new opportunities and help districts develop a strategic communications plan to build quality communication with key stakeholders.
     
    Computer Fair – PA Middle and High School Regional Competition

    The Pennsylvania Computer Fairs are annual events that highlight Pennsylvania students' application skills and computer knowledge. Students are able to unleash their creativity, learn how to convey information more dynamically, and enhance the learning process.  The competition categories include Animation, Computer Fair Logo, Curriculum-Based Web Page Design, Digital Movie, Graphic Design, Information-Based Web Page Design, Multimedia Presentations and Text-Based Desktop Publishing. The winning teams advance to the state competition. The cost for this event is funded by Pennsylvania Department of Education.

    The Montgomery County Intermediate Unit facility, as well as, the Anderson School facility, are available for outside use/rental, provided certain requirements are met.  The MCIU provides fully operational computer labs and meeting rooms that can accommodate a wide range of business and educational events.

    Rental fees will be charged for the facilities, depending upon the type of organization.  Anyone requesting the use of the buildings and facilities will be classified in one of the following three categories:

    Class A:  
    Governmental and Non-Profit Agencies located within MCIU service region.  Events co-sponsored by the MCIU.

    Class B:
    Governmental and Non-Profit Agencies located outside the MCIU service region

    Class C:
    Business and Private Sector Entities

    In addition, the following equipment/service charges will be assessed as necessitated by the activity.  These fees may be adjusted and will apply to all Class A, B, and C agencies.

    The Montgomery County Intermediate Unit will provide consultation to strengthen existing district special education education/programs or to develop new district special education classes or programs (for any age or disability).  The MCIU team is also available to provide consultation for any variety of situations effecting district special education programs, classrooms, and/or individual students.  Examples: Resolving individual student cases before they reach due process, assistance in finding placements for hard to place and/or adjudicated students, resolving significant behavior issues, helping resolve special education parent group concerns, or other school district special education students or program concerns.  The MCIU may include team members to meet the needs of the district (i.e. special education supervisor, psychologist, behavior specialist, and/or social worker).

    The MCIU and its Professional Development Council offers this program as a service to Montgomery County educators. The offerings are intended to provide practical skills and information that promote professional growth and student learning. Course offerings are open to all school personnel from Montgomery County and surrounding areas. Most Continuing Education Credit courses are offered for graduate credit through a partnership with Immaculata University.  The following certification programs are available through St. Joseph's University: M.S. Educational Leadership, Principal Certification, Curriculum Supervisor Certification, and the Superintendent's Letter of Eligibility. MCIU will work with districts to design Continuing Professional Development (CPE) and graduate level courses specific to district initiatives.

    Counseling Services

    School counseling services are provided to students attending eligible nonpublic schools in Montgomery County in grades K through 12 and include individual counseling, group counseling, classroom developmental guidance lessons, and college and career counseling.  Services are provided to students experiencing difficulties learning and adjusting in the school environment as well as to students experiencing normal developmental transitions.  Counselors also consult with school staff on student behavior and adjustment issues.

    Participants will receive training in Adult First Aid, Environment Emergencies, Adult/Child CPR with Mask and Adult/Child AED. American Heart Association Cards will be distributed at the end of the training and will be valid for two years. All trainings will be conducted at the MCIU and can be attributed to professional development hours for paraeducators.

    C-Print Captionist Program

    The C-Print Captioning Program provides a speech-to-text system developed at the National Technical Institute for the Deaf (NTID).  C-print provides printed text of spoken English displayed in real time.  This service provides deaf or hard of hearing students with access to classroom communication through the printed word. 

    Crisis Intervention Services

    Teams of NPSS psychologists and counselors are available to immediately assist eligible nonpublic schools in the event of a crisis situation, such as the death of or severe illness or injury to a member of the school community or other incident or circumstance that impacts the school community.  Consultation and intervention is also available in the event of situations impacting an individual or small group of students such as severe bullying or threat of harm to self or others.

    Nonpublic school administrators may request assistance from the Montgomery County Intermediate Unit when a crisis occurs in their school community. A team of Nonpublic School Services counselors is assembled to provide crisis response when a school is in distress due to death, disaster, or other emergencies affecting students and/or staff.

    Psychoeducational Assessment for English Language Learners (students who do not speak English or students whose primary language is not English). A Monolingual psychologist trained in doing a culture/language free assessment will assess the student using specific assessments that are culture and language free. The psychologist can also work in tandem with the MCIU bilingual speech and language pathologist to provide a best practice assessment of a student whose dominant language is not English.  As a result of this assessment, an evaluation report will be conducted and include specially designed instruction.
